I am against any ordinance or regulation that controls free ownership of private property-100% against.
I realize I WILL lose some votes with this proposal-I believe we need an ordinance NOT AGAINST mobile home parks just a standard IN FAVOR of mobile home parks.
I AM 100% FOR FREE INTERPRISE and I AM ALSO FOR PEOPLE MOVING INTO PONTOTOC COUNTY!

I do believe we need a ordinance that sets standards for mobile parks to protect the people who will live in those parks,let me explain;
First you need a definition of the ordinance as mobile home park,licensee,mobile home space,natural or artificial barrier,permits, and so on.
It should be unlawful for anyone to operate a mobile home park without a license obtained from the County. (9-7-65)
The fee should be within the limits (27-17-381(2)
Application should be made with the name and address of the applicant,location of the mobile home park,complete plot plan,plans and specs of the park each year.
Each year the Board may renew the license if the owner is in compliant with this ordinance.
The license may be transfered if the owner is in compliance.
The Board my revocate any license if found to be out of compliance with this ordinance.
Location of park with boundary being at least 200' of a permanent structure being located outside the park.
Park plan shall consist of a well drained site so no standing water for control of insects and the park space shall be 7,000 Sq. Ft. for each site,shall have a 20' space between each mobile home,10' from any structure or boundary,shall have driveway for each home of not less than 40',lightning shall be provided with not less than 75 watts,intervals of not more than 100',each home should be with an electrical outlet of at least 220 volts.
Park water supply with discription of pipes for drinking and the size and type to supply each home with sewage as determined by the DEQ.
Sewage and refuse disposal shall be for tubs,toilets,sinks,and laundries along with garbage disposal with tight fitting metal garbage cans and a reputable company to haul the garbage off as in the County Garbage Department.t
Fire protection will be inspected by the County Fire Department,Fire Coordinator or any person so trained to inspect mobile home parks with fire extinguishers located within the park as to satisfy the authority or Board,no open fires shall be set that may endanger lives or property and no open fires may be left unattended at any time. (Fire prevention code Ch. 10)
Animals shall be kept under control with a leash of 12" or contained within an approved fenced area by the Board (Animal and fowls Ch 6)
All park residents must be registered with the name of all occupants,place of employment,the make,model,year,tag number of all vehicles,state that issued the tag and the park must keep all this information in such a place as to be inspected by the Sheriff,health officials,and Board and must be kept 3 years after the occupants move out.
The park owners shall deposit a sum in amount set by the Board to the County Tax Collector,by the 15 Jan.,in effect and produce evidence of payment of ad valorem taxes and when new homes are moved in the owner must answer this section within 14 days.
Supervision of park shall be by a quailfied caretaker so approved by the Board and the park shall be kept clean,orderly,and sanitary and the park owner shall be held liable of any violations or complaints by neighbors or citizens of the County.
The Board has the full authority to suspend,revocate,or hold any permits for parks and the owner must show just cause why a mbile park is needed at a regular Board meeting.
This example is only for approved by the Board mobile home parks and does not effect privately owned property for single family ownership.
